The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The Law Division is the lead division charged with carrying out the functions of the UN Environment Programme in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). To fulfill its mandate, the Law Division’s work focuses on: leading the international community in the progressive development of environmental law; supporting States in the development and implementation of governance, legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between the UN Environment Programme and those agreements; working with MEAs to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental governance and law. This position is located in the Law Division at Nairobi duty station. The Programme Officer reports to the head of the International Governance Unit of the Environmental Governance and Conventions Branch.
Within delegated authority and under the supervision of the Head of Unit, the Programme Officer will be responsible for the following duties:

?Develops and implements International environmental Governance activities of the Environmental Governance and Conventions Branch , including promoting greater collaboration with the secretariats and governing bodies of the MEAs and other UN system entities particularly in the context of the UN Environment Management Group;
?Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc, including for the governing bodies of the UN Environment Programme;
?Coordinates UN Environment Assembly contributions to the High-level Political Forum and the Regional Forums on Sustainable Development through extensive consultations with Member States and other Divisions and Offices of the UN Environment Programme;
?Facilitates Member States discussions on international environmental governance, providing policy guidance in the negotiations of relevant resolutions proposed for adoption at the UN Environment Assembly;
?Prepares and delivers the International Environmental Governance activities of the Unit, taking into account the strategic priorities of the Law Division and in anticipation of the evolving landscape of international environmental governance, for example as engendered by the UN development system reform;
?Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;
?Researches, analyzes and presents information gathered from diverse sources related to international environmental governance and the environmental dimension of the 2030 Agenda for Sustainable Development.
?Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
?Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions;
?Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc;
?Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
?Participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
?Performs other duties as required.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent) in environmental law, international relations, public administration, natural sciences/resource management, environmental economics or related areas. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area. Demonstrated professional working experience related to international environmental governance, multilateral environmental agreements and project management including design, implementation, monitoring and evaluation, preferably at the international level. Experience in dealing with international organizations and national governments (in particular, developing countries) is desirable.

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of other UN languages is an advantage.
