Initial appointment against this post is for a period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Executive Secretary of the Convention on Migratory Species (CMS) Secretariat has overall responsibility for the operation of the Secretariat and the discharge of its functions as outlined in the Convention and as elaborated by difference and several decisions of its governing bodies, such as, the Conference of the Parties (COPs), the Standing Committee (StC), and the Scientific Council (ScC). The position is located at the Bonn duty station. With delegated authority given by the Executive Director, the Executive Secretary is responsible for all programmatic, budgetary, financial and human resources matters related to the Secretariat and will perform the following duties:

1. Implementation of decisions of the COPs including Secretariat approved work programme and other bodies of the Convention, including:
(a) Initiating and supervising work required to achieve specific results;
(b) Entering into cooperative arrangements with other entities, including intergovernmental, governmental and non-governmental organizations, to implement decisions and to facilitate the implementation of the Convention.

2. Organization of and the provision of direction on substantive work of the Secretariat, including:
(a) Conceptualizing, prioritizing, planning and overseeing the work required from the Secretariat to prepare policy decisions to achieve Convention objectives;
(b) Developing for each meeting of the COP and the StC strategic objectives for the implementation and further development of the Convention and related Agreements.

3. Preparation of meetings of the COP, the StC, ScC and Working Groups or Committees established under the Convention in particular, meetings planned or scheduled for 2019 for the preparation of the next CoP, and of negotiating conferences for Agreements under the Convention, and of technical workshops.

4. Representing the CMS Secretariat at various relevant fora and intergovernmental meetings, conferences, and UN processes, as may be necessary.

5. Effectively managing the Secretariat's human and financial resources as approved by the Secretariat’s governing bodies.

6. Liaising with non-Parties to encourage them to become Parties to the Convention and relevant Agreements under the Convention and organize meetings with high-ranking representatives of non-Party countries to encourage them to take action towards membership of the Convention and related Agreements.

7. Formulating policies and procedures for the proper management of the CMS Secretariat by assigning and delegating responsibility to senior managers for the implementation of the approved work programme, and planning with staff the distribution and coordination of major tasks.

Advanced university degree (Master’s degree or equivalent) in law, political sciences, natural/environmental sciences, economics, public administration, environmental management or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of fifteen (15) years of progressively responsible work experience in the field of environment and sustainable development is required. Profound management experience including human resources and financial management in a multicultural organization is an asset. Experience in strategy setting and implementation, international negotiations as well as programme and project planning and analysis is required. Work experience in senior office assignments in the United Nations Common System or other international organization is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of other UN official languages such as French and/or Spanish will be an added advantage.
