Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

This extra budgetary position is located in the Transports Internationaux Routiers (TIR) secretariat of the United Nations Economic Commission for Europe, Sustainable Transport Division. Since 1999, the TIR secretariat has been servicing the TIR Executive Board (TIRExB) – an intergovernmental body established by the Contracting Parties to the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention, 1975) to supervise the application of this Convention at national and international level. The incumbent will report directly to the Chief of Section.

工作內(nèi)容

Under the supervision of the Chief of Section,

1.Develops new modules for the International TIR Data Bank (ITDB) and monitors their use to ensure value-added services to clients.
2.Maintains ITDB.
3.Participates on the ongoing project on computerization of the TIR procedure (eTIR); contributes to the work of the Informal Ad Hoc Expert Group on Conceptual and Technical Aspects of the Computerization of the TIR procedure (GE.1).
4.Carries out research, analyses and evaluates new technologies in test environments and makes recommendations for their deployment during the eTIR project as well as for the operational IT services.
5.Supervises the integrity and quality of data in the ITDB and take corrective actions, as required.
6.Liaises with the UNECE Information System Unit and other ICT Services as required with a view to better integrating the TIR secretariat IT products.
7.Develops cost proposals for contractual services in his/her technical field, oversees the technical evaluation of proposals received and manages the contract service.
8.Participates in intergovernmental meetings as well as capacity building workshops and seminars.
9.Performs other related duties as required.

專業(yè)要求

An advanced university degree (Master’s or equivalent) in computer science, information systems, mathematics, statistics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area. Experience with Java is desirable. Experience with SQL relational databases is highly desirable. At least three years’ hands- on technical experience on five or more of the following technologies is desirable: HTML, CSS, Javascript, Java, Hibernate, Spring, Grails, Groovy. Working experience at the international level would be desirable. Experience with TIR Convention, 1975, in particular International TIR Data Bank (ITDB) and its online applications would be desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For the position advertized, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN language would be an asset.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
