This position is located in the Health and Life Insurance Section of the Insurance and Disbursement Service of the Accounts Division of the Office of Programme Planning, Budget, and Accounts (OPPBA). The incumbent will report to the Chief of the Insurance and Disbursement Service (IDS).

工作內(nèi)容

Under the supervision of the Chief of IDS, within the Accounts Division of the Office of Programme Planning, Budget and Accounts (OPPBA) the incumbent performs the following duties:

1. Formulates proposals on policies and procedures in respect of the United Nations health and life insurance programmes, covering staff members and retirees of the United Nations and other participating entities, including proposals related to premium contributions by participants and benefits provisions;
(a) Establishes/modifies rules, benefits and premium contributions with respect to the participation of staff members and retirees in the UN-administered health and life insurance plans; presents and defends the proposals before relevant senior officials and before the Health and Life Insurance Committee (HLIC); implements approved changes; and provides input related to the UN's health and life insurance plans in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions (ACABQ);
(b) Together with the Chief of Service, participates in the drafting of administrative issuances in connection with the health and life insurance programmes addressed to staff members and retirees.

2. Manages the daily operations of the Health and Life Insurance Section (HLIS), ensuring the smooth and effective operation of the work of HLIS.
(a) Plans and oversees health and life insurance service operations to ensure the delivery of excellent client service;
(b) Manages, guides and trains the staff members of the Section and evaluates staff performance;
(c) Oversees the resolution of benefit issues, including, but not limited to providing responses on Management Evaluation Unit (MEU) or United Nations Administrative Tribunal (UNAT) cases, monitors financial performance of the insurance programmes and ensures the adherence to premium sharing ratios prescribed by the General Assembly;
(d) Administers and participates in negotiations with commercial insurance companies regarding health and life insurance contracts covering more than 150,000 active and former staff and their dependents;
(e) Functions as the United Nations focal point for policy and administrative matters relating to the Medical Insurance Plan (MIP) for local staff members and retirees in designated duty stations;
(f) Works with the United Nations Joint Staff Pension Fund in resolving issues and reviewing systems with respect to the functioning of the After-Service Health Insurance Programme (ASHI);

3. Functions as Secretary of the Health and Life Insurance Committee and guides the work of the Committee; the incumbent is responsible for preparing substantive documentation on the full range of health and life insurance issues falling under the purview of the Committee.

4. Performs ad hoc assignments as required by the Chief of Service or the Director of the Accounts Division.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in Business Administration, Finance, Accounting or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of ten years of progressively responsible experience in the administration and management of health insurance programmes is required. Experience in the United States health insurance environment servicing a large number of clients, dealing with time sensitive and complex health administration matters is required. Experience leading a large team is required. Experience with SAP, PeopleSoft or similar ERP systems is desirable. Experience working with a large global organization’s policies and procedures as they relate to staff entitlements such as health and life insurance and Financial Regulations, Rules, and procedures is desirable.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official UN language is desirable.
