This position is located in the Africa Section, Assessment & Technical Assistance Office, Counter-Terrorism Committee Executive Directorate, set up to support the Security Council's Counter-Terrorism Committee (CTC). The Senior Legal Officer reports directly to the Chief.
工作內(nèi)容
For this position, the Senior Legal Officer would:
?Serves as a recognized expert in counter-terrorism, and independently handle a wide range of multi-discipline, highly complex, and often sensitive and/or conflicting legal and political matters involving issues relating to international and counter-terrorism law. Analyses the status of implementation of UN resolutions 1373(2001), 1624(2005), 2178(2014) and 2396 (2017) with respect to identified Member States concerning the global fight against terrorism. Coordinates, prepares and reviews draft reports and updates of Detailed Implementation Surveys and propose technical solutions to resolve States' compliance issues. Prepares and update the technical guide to assist States' implementation of relevant Security Council resolutions on counter-terrorism and ensure evaluation and assessment consistency.
?Prepares and updates the global implementation survey and their updates on States counterterrorism strengths, shortfalls and good practices.
?Engages with international, regional and sub-regional organisations to facilitate, and where required, coordinate, follow-up activities that can build capacity in counter-terrorism and the means to counter the appeal of violent extremism.
?Identifies those States, organisations and entities that have the capacity to be providers of technical assistance and implementing agencies and work with them to facilitate this role both bilaterally and as part of well-coordinated, strategic multinational efforts.
?Identifies recipient States that need to build capacity in order to help them implement their obligations under relevant resolutions and international instruments on counter-terrorism.
?Prepares and participates in CTC visits to Member States to assess and report on their compliance with relevant resolutions and international instruments on counter-terrorism, and prepare recommendations on capacity-building needs.
?Prepares briefings and special events for the Committee on thematic or regional issues.
?Assists Member States by proposing detailed guidance on benchmarks and good practices in cooperation with other relevant international, regional and sub-regional organisations.
?Provides draft recommendations for CTC consideration that focus on more effective and detailed implementation by States of relevant Security Council resolutions and international instruments on counter-terrorism, contributes to promoting international cooperation to further the implementation of resolutions 1373 (2001), 1624 (2005) and other relevant Security Council resolutions on counter-terrorism.
?Organises and coordinates planning for CTED facilitated and/or co-organised workshops and other initiatives for practitioners in a variety of counter-terrorism fields on a global or regional/sub-regional basis to share information and, as appropriate, secure extrabudgetary funding from Member States to support such workshops and initiatives.
?Liaises and conducts active dialogue with Member States, international/regional and sub-regional organisations, and civil society as appropriate. Serve as CTED focal point with relevant UN entities CTITF and other international entities.
?Serves as Officer-in-Charge of Section, as needed.

專業(yè)要求
Advanced university degree (Master's degree or equivalent degree) in law, security, political science or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗(yàn)
A minimum of ten years of progressively responsible experience in law, national security, law enforcement, criminal justice, international legal cooperation or related area, combined with managerial experience, is required. Experience in counter-terrorism is desirable.
語(yǔ)言要求
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is desirable.
