This position is located in the Procurement Division, Procurement Management Section, Vendor Registration and Management team, Department of Management. The incumbent reports to a Team Leader and Chief of Section.

工作內(nèi)容

Under the supervision of, and reporting directly to, the Team Leader of the Vendor Registration and Management Team the incumbent will work closely with Procurement Sections to provide Procurement Officers / Procurement Assistants with assistance in resolving a wide range of vendor registration issues. The incumbent will participate in business trips and business seminars to disseminate information on procurement activities of the Organization, identify potential suppliers and evaluate applications of vendors for registration with the United Nations.

1.Evaluation of application for vendor registration: Review applications from vendors for registration with the United Nations, analyse financial and technical information and approve or disapprove the applications; Utilize Internet and other information media and services such as Dun and Bradstreet Information Service, World Check, Lexis-Nexis and other vendor screening services to conduct due diligence check of vendors as and when required; Contact applicants to gather additional and supplementary information and respond to queries from applicants to clarify the Organization’s vendor registration policy and procedures; and Debrief unsuccessful vendors, if required and resolve issues and problems that may arise as a result of disqualification of applicants.
2.Implementation of work programme for identification of potential sources: Participate in planning meetings for business seminars and preliminary visits, contact Member States representatives, chambers of commerce and associations of industry to set up logistical arrangement for business seminars; Conduct market research to identify potential suppliers for goods and services procured by the Organization; Work with procurement offices of peacekeeping missions, economic commissions, international tribunals, other offices away from Headquarters, and other organizations within the United Nations system to facilitate their participation in business seminars and share procurement and vendor information among these entities; Participate in business seminars, deliver presentations to participants and assist vendors in preparation of applications for vendor registration; and Draft information and presentation materials and regularly monitor and update the information.
3.Development of vendor registration guidelines: Conduct research of the vendor registration system of other organizations within the United Nations system, government organizations and other public entities; Provide the Team Leader of Vendor Registration and Management Team with inputs and suggestions to assist the Team Leader in developing policy and procedures for vendor registration, reviewing the existing vendor evaluation criteria for registration and proposing alternative methods, if appropriate; and Assist Procurement Officers and Procurement Assistants within the Procurement Service and staff serving procurement offices of peacekeeping missions, economic and social commissions, international tribunals and other offices away from Headquarters in evaluation of applications for vendor registration received by these offices.
4.Vendor Review Committee: Assist the Team Leader of the Vendor Registration and Management Team in organizing the Vendor Review Committee and prepare for presentation packages and distribute the packages to the members of Vendor Review Committee; Serve as an alternate secretary of the Vendor Review Committee and draft the minutes of the meetings, if and when required; Draft correspondences to implement the recommendation of Vendor Review Committee and to inform the UN procurement community of the decision of the Vendor Review Committee; and Keep records of minutes and deliberation of the Vendor Review Committee.
5.Other duties: Perform other duties as assigned by the Team Leader of Vendor Registration and Management Team.

-Ability to organise and preside over meetings with senior management, representatives of Members States, Trade Associations, vendors or oversight bodies and discuss reports and presentation materials; discretion and sound judgment in applying technical expertise to resolve complex and/or sensitive issues.
-Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

專業(yè)要求

Advanced university degree (Master's degree or equivalent) in Business Administration, Public Administration, Commerce, Accounting, Law or other related fields is required. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Training in accounting, bookkeeping or related area is desirable.

工作經(jīng)驗(yàn)

A minimum of five years of progressively responsible experience in procurement, finance, law, administrative or related areas, in which two years must be at the international level, is required. Experience with vendor review process and identifying viability of potential vendors is required. Practical work experience in analysing financial statements is highly desirable. Experience working in a procurement or procurement support function desirable. Experience in conducting training and processing data in procurement and financial management system is desirable.

語言要求

English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage
