The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat. On the basis of that MoU and in light of the status of the UNJSPF, it was decided that staff members applying to posts at the P-5 level in the UNJSPF are exceptionally not subject to the lateral move requirement for purposes of eligibility. However, selected candidates who do not meet the lateral move requirements will be granted appointments strictly limited to service with the United Nations Joint Staff Pension Fund.

Any candidate from a member organization of the UNJSPF applying for this post is considered as an internal candidate provided he/she has been appointed through the appointment and promotion procedures applicable in his/her respective organization.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Appointment at the United Nations is subject to mandatory adherence to the United Nations Financial Disclosure Programme.

An appointment to the Investment Management Division (IMD) of the UNJSPF additionally requires compliance with the rules and regulations pertaining to IMD's Code of Ethics, Personal Securities, Gift and Hospitality policies.

This position is located in the Investment Management Division. IMD is responsible for the day-to-day management of the investments of the Fund. The incumbent reports to the Chief Operating Officer and Director.

Within delegated authority, the Information Systems Officer will be responsible for the following duties:

?Conceptualizes, develops strategy for and oversees the design and implementation of IMD’s ICT systems initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages.
?Provides authoritative technical and policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.
?Leads and directs a team of information systems officers; oversees activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
?Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems.
?Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality.
?Sets up, controls and oversees Helpdesk support services.
?Ensures timely preparation and submission of the Strategic Framework and prepares and monitors the budget, work program, and spending plan.
? Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work and maintains the disaster recovery plan (DRP) and ensures that the ICT disaster recovery technical solutions are implemented and tested, ensures that the DRP supports adequately the business continuity plan (BCP) of the Organization; and facilitates the implementation of business continuity management system (BCMS).
?Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment. Ensures that the ICT Service Desk is comprehensive, tailored to respond to the user’s ICT needs and operates as per agreed key performance indicators; facilitates the establishment of the ICT Service Desk key performance indicators.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

A minimum of ten years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. Experience in working in an investment environment is desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; Knowledge of another official UN language is desirable.
