The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote inclusive economic, social and environmental development and support regional cooperation and integration in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Macroeconomic Policy and Analysis Section in the Macroeconomic Policy and Financing for Development Division. The incumbent reports directly to the Director of the Division.
工作內(nèi)容
Under the direct supervision of the Director of Macroeconomic Policy and Financing for Development Division, the Chief of Section will be responsible for the following:
?Plans and oversees the management of economic research and analytical activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
?Supervises and carries out the economic and analytical work of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides substantive reviews of drafts prepared by others.
?Leads or participates in (i) the formulation, organization and management of mandated programmes of economic analysis and the formulation of possible economic strategies, policies and actions for adoption by the international community and (ii) the identification of new or emerging development issues of potential concern to the international community, particularly those of a regional or global nature, and designs and develops programmes to address them.
?Plans, leads and coordinates research/analysis in the preparation of position papers and reports on emerging macroeconomic and development trends and issues, including flagship publication “Economic and Social Survey of Asia and the Pacific", for presentation to legislative and intergovernmental bodies such as ESCAP Commission.
?Contributes to and supervises the reporting to intergovernmental bodies on economic and development issues, as appropriate.
?Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
?Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the Section’s outputs.
?Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
?Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (ePerformance), interviews of candidates for job openings and evaluation of candidates.
?Oversees the process of recruiting staff for the Section taking due account geographical and gender balance and other institutional values.
?Manages, guides, develops and trains staff under his/her supervision.
?Fosters teamwork and communication among staff in the Section and across organizational boundaries.
?Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
?Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.
?Performs other related duties as assigned.

Advanced university degree (Master’s degree or equivalent) in economics, development economics, public economics, development finance, international trade or related area. Ph.D. in any of the above fields is highly desirable. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗
A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes in the area of macroeconomics or related area. Experience working in economic development issues of countries in the Asia-Pacific region is desirable. Experience in leading and managing a sizable work unit (minimum of 5) is desirable. Research and analysis in the above fields as demonstrated through authored publications is desirable.

English and French are the working languages of the UN Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.
