Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

These positions are funded by the Support Account for peacekeeping operations for a finite period of one year and may be extended subject to budgetary approval.

These positions are located in the Supply Chain Performance Management Unit (SCPMU), Supply Chain Performance Management and Policy Coordination Section (SCPM&PCS) of the Supply Chain and Enabling Service within the Logistics Support Division (LSD) of the Department of Field Support (DFS).

The Logistics Support Division (LSD) provides strategic direction and advice on logistical matters, monitors and assesses the delivery of transportation and specialist support services in the functional areas of air transport, surface transport, engineering, medical and supply, as well as aviation safety operations. Furthermore, the Division is responsible for the property management framework of field missions and monitors compliance with the IPSAS valuation and reporting requirements.

The LSD has been mandated to implement the supply chain management vision and strategy for a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency through integrated 'end-to-end' processes, starting with robust planning and managing global demand, strategic sourcing, consolidated delivery and return, supported by a strong performance management framework.

The objective of SCPMU is to enable effective Supply Chain Management through the provision of complete, 360-degree visibility across the entire supply chain network and operations to support informed decision-making and communication among supply chain partners to improve the effectiveness, efficiency, responsiveness and agility of the Supply Chain.

Under the overall supervision of the Chief of SCPM&PCS, the incumbents report to the Chief of SCPMU.

工作內(nèi)容

Within delegated authority, the Logistics Officers, Performance Management will be responsible for the following duties:

?Prepare and provide advice and technical assistance to the chief and supply chain management stakeholders in LSD on all matters related to DFS Supply Chain Performance Management Framework;

?Develop and implement methodologies and tools to enable collection of data enabling performance analysis. Formulate Standard Operating Procedures for measuring the Key Performance Indicators (KPIs) for the end-to-end SCM processes through application of matrices for process diagnostics, identify root causes for underperformance and propose corrective actions for process improvement;

?Develop dashboards for Business Intelligence (BI) and ensure integration and automation of data flow to the designated SCM dashboards for existing missions and other regional HQ entities;

?Ensure that supervised staff are adequately trained, cross trained; identify additional training needs to achieve high working standards;

?Provide support to ongoing operations through business performance analysis, develop and interpret information that assists supply chain management stakeholders with decision making, policy formulation and/or other management functions through solutions that save time, cost, or improve processes;

?Ensure that logistics requirements take account of gender-specific needs;

?Coordinate business process improvement activities with other key stakeholders in the UNHQ, UNGSC, RSCE and field missions;

?Prepare ad hoc performance reports and analysis on the effectiveness of operational logistics issues based on supply chain performance;

?Participate in technical assistance missions and performance reviews;

?Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;

?Coordinate joint projects and facilitate gaining synergies in the SCM with other UN agencies, military and other organisations in the field;

?Guide and supervise new/junior staff;

?Perform other related duties as required.

專(zhuān)業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in supply chain management, logistics, business administration, public administration, or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or other project management methodologies is desirable. Certification in supply chain management is desirable.

A minimum of five years of progressively responsible experience in logistics operations, supply chain management, or related area is required. Experience in logistics or supply chain performance management is required. Experience in providing logistics and supply chain support services to or in a complex, volatile, conflict or post-conflict environment is desirable. Experience in an international environment is desirable. Experience in development and implementing ERP supply chain management solutions is desirable.

語(yǔ)言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
