The Chief of Unit, Central Warehouse will directly report to the Chief, Supply Chain Management and the post is located in Baghdad with United Nations Assistance Mission in Iraq (UNAMI).
工作內(nèi)容
Within delegated authority, Chief of Unit, Central Warehouse will be responsible for the following duties:
1-Exercises authority in the planning, administration and performance management of Centralized Warehousing while incorporating the Green SCOR (Supply Chain Operations Reference) model in all warehouse operations to reduce the environmental impact, including:
a)Inbound operations: inbound delivery monitoring, receiving, batch management, transfer orders and putting away;
b)Inventory and storage management: storage location management, conduct inventory analysis for warehouse managed inventories and regularly advise technical units Inventory Senior Users (former Self Accounting Units (SAUs)) accordingly, coordinate with the Inventory Management team to ensure timely fulfillment of requirements for movements of goods, visibility of inventory ownership, cycle counting and physical inventory, shelf live monitoring and inventory analysis;
c)Outbound operations: order fulfillment, picking, packing, task monitoring, order consolidation and loading;
d)Development and implementation of effective stock control and audit systems providing information regarding stock levels, usage rates, economic order quantity, re-order point and other stock-level advice that will allow the technical units I Inventory Senior Users to maintain all stocks at the levels necessary to meet customer requirements and demand;
e)Leverage business intelligence tools focused on demand and supply processes generated data with the aim of improving overall mission supply chain operational responsiveness, agility and reliability. Lead process to streamline supply chain management functions and to transition centralized warehousing into the center of excellence for a responsive supply chain management function;
f)Responsible for the implementation of warehouse management, including regular inspections of the warehouse premises, in order to ensure the highest standards of physical premises, storage conditions and appropriate levels of security for the warehouse operations;
g)Monitoring the space availability to allow for an optimal allocate on of the goods while ensuring that the safety and security standards are always met.
2-Carries out programmatic/administrative tasks necessary for the functioning of the Section under supervision, including the development and execution of the Section's budget pertaining to the subsidiary budgets and personnel needs of the Section;
3-Assigns and monitors performance parameters and critical indicators, reports on budget/program performance, prepares inputs for results-based budgeting, evaluates staff performance, interviews candidates for job openings and evaluates candidates. Oversees the resources and capacity management to ensure achieving the result based budgeting expected accomplishments relevant to warehousing operations;
4-Prepares annual work plan, and monitors progress against this plan to ensure the organization attains its objectives as cost effectively and efficiently as possible. Actively engages in management performance duties and ensures the provision of management, guidance development, training, constructive feedback, performance evaluation and appraisal, and provision of administrative support and other management functions to staff in his/her area of responsibility;
5-Provides input towards the development of supply chain management plans (demand, supply, replenishment and safety stock) budgets and schedules; Collaborates and coordinates with technical sections to forecast demand and gather inventory requirements for future planned projects I activities in support of service delivery objectives;
6-Coordinates with UN Global Service Centre (UNGSC) and/or UNHQ regarding the submission of the mission's demand plan as input for the consolidated global acquisition plan;
7-Integrates and monitors the implementation of the Mission Acquisition Plan ; Coordinates with UNGSC and/or counterparts in other Missions on items availability prior to making decision to acquire new items either for replacement or additional requirement;
8-Develops strategies and design innovative solutions, in coordination with Procurement Section, for implementation of the Mission Acquisition Plan, taking into account different sourcing options, including global and regional systems contracts, local market and other conditions, logistics forecasting, inventory holdings, consumption patterns, supply schedules, and ongoing assessment and prioritization of operational supply chain requirements;
9-Plans, develops, reviews and evaluates internal controls over acquisition activities and support functions;
10-Provides expert advice to officials of substantive and technical sections periodically on the progress of acquisition activities and detailed status of implementation of the acquisition plan, including a full range of procurement and other supply chain issues encountered, providing them with support and guidance at all stages of the procurement cycle, and oversees the preparation of the quarterly review for submission to UNGSC and DFS;
11-Develops, reviews, evaluates and upgrades mission policies and procedures governing the acquisition planning and requisitioning process, Standard Operating Procedures (SOPs), guidelines and instructions governing the procurement process, including delivery and payment (Procure to Pay). Ensures the periodic review and maintenance of same;
12-Undertakes research and analysis in order to develop formal recommendations to management with respect to issues;
13-Performs other duties as required.

專業(yè)要求
Advanced university degree (Master’s degree or equivalent) in business administration, supply chain management, public administration, law, engineering or related field. A first-level university degree, in combination, with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗
A minimum of seven (7) years of progressively responsible experience in the development, planning, management in support of international commercial operations, military or field missions is required. Experience in managing logistics supply operations in international commercial or military supply operations is required. Experience in managing major projects and procurement or global service contract(s) desirable.
語言要求
English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in English, both oral and written, is required. Knowledge of Arabic is desirable.
