This position is located in the Accounts Division in the United Nations Office of Programme Planning, Budget and Accounts (OPPBA). This position involves a variety of tasks which include the maintenance and validation of various operations with respect to fund accounting, resolution of queries from staff and other UN units, and the preparation of financial statements and ad hoc reports. The incumbent will report to the Chief Outgoing Grants and Policy Unit within the Trust fund and Technical Cooperation Section. The incumbent has a functional reporting relationship to the Controller, OPPBA.

Within delegated authority, the Accountant will be responsible for the following duties:
? Analyses accounts and reviews/evaluates regular financial reports at Headquarters, from Offices-away-from-Headquarters and Peacekeeping Missions. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner.
? Approves/Confirms that proposed commitments or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.
? Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
? Assists, prepares or consolidates financial statements for inclusion in the UN Financial Statements to be audited. Responds to internal/external audit observations. Reviews the financial statements of other entities for which the Controller has certification authority.
? Provides advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions.
? Coordinates and supervises the processing of UNDP SCA charges, Grants payment, government and vendor claims, travel, and billing of government accounts.
? Keeps abreast and provides guidance on the revenue and expense recognition under International Public Sector Accounting Standard (IPSAS).
? Defines requirements and works with systems units with respect to production of relevant financial reports.
? Participates in the development of accounting policies.
? Provides information needed to respond to audit findings.
? Performs UMOJA production support as T2b in the area of Grants Managements.

Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, accounting or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

A minimum of five years of progressively responsible professional experience in accounting, finance, budget, administration or related area is required. Experience in applying private sector or public sector accounting standards such as International Financial Reporting Standard(s) (IFRS) or International Public Sector Accounting Standard (IPSAS) and preparing Financial Statements is required. Experience working with Umoja Finance and Grants Management Module or the finance functions of another Enterprise Resource Planning (ERP) is required. Experience in preparing donor reports is desirable.
語言要求
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
