This position is located in the Geoinformation and Sectoral Statistics Section, in the African Center for Statistics (ACS) of the United Nations Economic Commission for Africa (UNECA) in Addis Ababa. The incumbent works under the direct supervision of the Chief Geoinformation & Sectoral Statistics
工作內(nèi)容
Under the general guidance of the Director of the Division, and the direct supervision of the Chief of Section, the Geographic Information Systems Officer:
?Provides Technical support to the incorporation of socio-economic and environmental core and thematic data in GIS database structure to facilitate better analysis and presentation.
?Assists in planning, organizing and servicing conferences, seminars and training workshops
?Participates in providing technical expert services to member States, sub-regional and regional institutions in order to enhance the effective use of geoinformation technologies for sustainable development.
Specifically, the incumbent will:
?Assist in preparing policy guidelines for the establishment of local, national and regional spatial data infrastructures and their integration into national/regional information infrastructures.
?Provide technical support to ECA for the incorporation of GIS and other geoinformation tools and techniques in the analysis and presentation of socio-economic data to facilitate ECA's own research work.
?Provide technical assistance to ECA for the incorporation and management of spatially referenced data and information via electronic networks, including sourcing geospatial (images, vector/raster databases, metadata) and statistical data from the Internet and elsewhere for ECA researchers and decision makers; maintaining a clearinghouse on Africa related spatial and statistical resources; working on mechanisms to link to institutions responsible for geospatial information and identify tools for data exchange to facilitate access to relevant data as well as disseminate geospatial and statistical data.
?Assist ECA in establishing a metadata base on programmes, activities and databases related to geospatial information carried out in Africa by African governments, IGOs, NGOs, international organizations, universities and other relevant bodies.
?Conduct specialized studies on spatial data acquisition, data retrieval and data processing facilities available in the region, including the formulation of proposals aimed at enhancing the effective use of geospatial information technology as a basic information resource.
?Assist the African Centre for Statistics in providing, when necessary, expert advice to member States, sub-regional and regional institutions, focusing on strengthening national, sub-regional and regional capacities, with particular emphasis on endogenous capacity building.
?Attend and contribute professionally to seminars, workshops, meetings and conferences related to geospatial and statistical information issues.
?Assist in the development of skills of ECA staff on the use of geospatial information tools and techniques.
?Perform other duties as required.

Advanced university degree (Master’s degree or equivalent) in geomatics, cartography, environmental and earth sciences, information sciences, computer sciences, statistics or related field with specialization in a major area of Geospatial Information Management is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience, at least five years at the international level, in formulating policies and in the design and implementation of spatially referenced geospatial information infrastructure, including the manipulation of related datasets and information via electronic networks is required. Sound experience in planning and executing geoinformation projects, practical experience in/on Africa is highly desirable

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
