This position is located in the Methodology, Education and Training Section (METS), Development and Economic and Social Issues Branch, Thematic Engagement, Special Procedures and Right to Development Division, Office of the United Nations High Commissioner for Human Rights (OHCHR) in Geneva. Geneva is classified as a "H" hardship duty station and a family duty station. The incumbent reports to the Chief of Section (METS).

Mandate
The Office of the High Commissioner for Human Rights (OHCHR) is mandated to promote and protect the enjoyment and full realization, by all people, of all rights established in the Charter of the United Nations and in international human rights laws and treaties. The mandate includes preventing human rights violations, promoting respect for human rights, promoting international cooperation to protect human rights, coordinating related activities throughout the United Nations, as well as strengthening and streamlining the United Nations system in the field of human rights. In addition to its mandated responsibilities, the Office leads efforts to integrate a human rights approach within all work carried out by United Nations agencies. 工作內(nèi)容

Within delegated authority, the incumbent will be responsible for the following duties:

? Advise OHCHR field offices, human rights components of peace operations, UN remote monitoring teams and others on casualty recording systems and methodology, including setting up or refining information gathering and recording methodology and tools;
? Train staff and other actors on casualty recording; facilitate exchanges of experience and good practices; review and maintain knowledge on casualty tracking systems by States and other relevant actors; update guidance as needed.
? Develop and review methodology approaches, tools and guidance for human rights monitoring, analysis and reporting to support the establishment of a common United Nations information management system on violations of international human rights and humanitarian law under the Human Rights Up Front initiative;
? Review standards for information gathering, verification, analysis and reporting by UN actors and develop, in close consultation with relevant actors, a methodology to enable information sharing, including to strengthen partnerships with other human rights and protection actors, as well as to achieve the goals of a common information management system;
? Strengthen methodological tools and guidance on the conduct of monitoring in situations where there is no access to countries/territories/areas, including with regard to verification, the use of
social media and the application of information and communication technology.
? Performs such other related duties as required.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in human rights, law, political science, international relations or other disciplines related to human rights. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

Required experience:
- A minimum of seven years of progressively responsible experience in human rights, international relations, law or related area.
- Experience in the area of human rights monitoring, research, analysis methodologies and their application.

Desired experience:
- Experience in the area of policy, methodology or other guidance development.
- Experience on information management.

語言要求

English and French are the working languages of the United Nations. For the post advertised, fluency in English is required. Knowledge of another official UN language is desirable.

評估
