This position is located in the Office of the Assistant Secretary General, Office for the Coordination of Humanitarian Affairs (OCHA) at Headquarters in New York. New York is classified as a “H” hardship duty station and a family duty station. The incumbent reports to the ASG/Deputy Emergency Relief Coordinator.
工作內(nèi)容
Within delegated authority, the Gender Advisor (Senior Humanitarian Affairs Officer) will be responsible for the following duties:
? Provides authoritative technical and policy advice to senior management in OCHA and other agencies in the UN system, Member State officials, international and regional organizations on programmes, projects and issues of significant impact on humanitarian, emergency relief and disaster response/management efforts.
? Monitors the performance of the institution on gender commitments through the set standards by the Chief Executive Board, influences the development and evolution of the UN approach to gender in humanitarian affairs; designs and implements significant policy and programme changes to address institutional gender gaps and challenges at country, regional, global humanitarian affairs issues.
? Develops/ensures implementation of coherent approaches/strategies to implementing gender equality in humanitarian/disaster response strategies and procedures.
? Conceptualizes, formulates and manages major projects; Participates, leads and/or directs a multi-agency team in planning and implementing gender deliverables or other joint missions; initiates, mobilizes and coordinates in liaison with other international humanitarian/emergency partners for exceptionally complex situations or major disasters to elevate advocacy and attention to gender and Gender Based Violence (GBV) considerations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.) is availed to contexts where appropriate.
? Supports the production of appeals for international assistance; supports regional/country based GenCap advisers and gender focal points to ensure that gender and GBV considerations are appropriately reflected in the appeals.
? Leads gender capacity building initiatives; identifies bottlenecks and gaps and develops proposals to improve organizational delivery including technical assistance in the integration of gender in the design of specific coordination and other systems/mechanisms; organizes and participates as trainer/resource person in national and international training seminars.
? Serves as primary liaison with other UN agencies, UN Secretariat Departments, non-UN entities, Member States, including senior host government officials, donor representatives, NGO officials, and other humanitarian partners etc., particularly through interagency and multilateral mechanisms and communities of practice in emergency situations.
? Establishes overall work plan and budget.
? Organizes and/or chairs inter-agency and other international meetings, conferences, task forces; presents views and policies of the unit/institution.
? Initiates, supervises and finalizes position papers and related submissions; prepares diverse reports, papers, policy guidelines, parliamentary documents, statements, presentations, etc. for senior management.

Advanced university degree (Master’s degree or equivalent degree) in gender or women studies, political science, social science, public administration, international studies, economics, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

REQUIRED EXPERIENCE:
- A minimum of ten years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.
- Experience leading a gender-based program at the international level.
DESIRED EXPERIENCE:
- Experience in gender-based programs with a specific humanitarian focus.
語(yǔ)言要求
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
