This position is vacant due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is located in the Bangkok office of the Compensation and Classification Section, Human Resources Policy Service, Office of Human Resources Management, Department of Management. The Human Resources Officer reports to the Chief of the Section.

工作內(nèi)容

Within limits of delegated authority, and under the guidance of the Chief of Section, the Human Resources Officer will be responsible for the following duties:

Compensation:
- Conducts and coordinates salary surveys assessing the labour market at headquarters and in the field duty stations and establish salaries and related allowances of locally-recruited staff;
- Keeps abreast of developments in compensation;
- Prepares reports and participates and/or leads special human resources projects on compensation;
- Develops, updates and maintains IT tools used to analyse salary data and the reports that are generated.

Administration of Entitlements:
- Advises the Chief of the Section on the development, modification and implementation of United Nations policies and practices on salaries;
- Provides advice on interpretation and application of policies, regulations and rules;
- Reviews and provides advice on exceptions to policies, regulations and rules;
- Represents the office in joint bodies and working groups relating to salaries;
- Determines and recommends benefits and entitlements for staff on the basis of contractual status.

Classification:
- Prepares classification analysis of jobs in Professional and higher categories and General Service and related categories.
- Provides guidance to programme managers on the application of the classification policies and procedures and by undertaking whole office review.

Other Duties:
- Assists in preparing technical reports, policy papers, position papers and briefings notes on compensation and classification matters.
- Supervises and monitors the work of the junior human resources officers and assistants in undertaking the full range of human resource management activities, especially in Compensation and Classification area.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in Management, Finance, Business Administration or related field. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

A minimum of seven years of progressively responsible experience in human resources management, administration or related area, at least five of which should have been gained in an international organization, is required. Experience in the development and administration of salary and compensation systems is highly desirable.

語言要求

English and French are the working languages of the United Nations. For this position, fluency in English is required. Working knowledge of another UN official language is desirable.
