The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.

Any candidate from a member organization of the UNJSPF applying for this post is considered as an internal candidate provided he/she has been appointed through the appointment and promotion procedures applicable in his/her respective organization.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is located in the Payments Unit, Financial Services Section of the United Nations Joint Staff Pension Fund (UNJSPF).

The main function of the Payments Unit is to process pension payments for staff of the United Nations and the other organizations admitted to membership in the Fund.

The incumbent reports to a Senior Accountant and/or Chief of the Section.

工作內(nèi)容

Within delegated authority, Accountants will be responsible for the following duties:

?Analyses accounts and reviews/evaluates accounts payable and provides authoritative interpretation of requirements for transactions in this area (bank charges, FX rate gains/losses) in accordance with the Regulations and Rules of the Fund Act as approving officer for preparation of payments ensuring that all weekly processes have been reviewed by the Unit in orderly manner.
?Approves/Confirms that payment vouchers/reports, schedules, lists, etc. covering output of the Miscellaneous payments group, are in accordance with the Financial Regulations and Rules of the UN.
?Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained for the two track Pension Adjustment System (PAS).
?Process, review and approve for release Quarterly two track PAS global updates, and advise suspensions and reinstatements of benefit payments, drafting related correspondence and approving replies drafted by support staff;
?Assists, prepares or consolidates financial statements for inclusion in the UN Financial Statements to be audited. Responds to internal/external audit observations. Reviews the financial statements of other entities for which the Controller has certification authority.
?Prepare statistical reports for various UN bodies including the Pension Board and its Standing Committee, ICSC, Fifth Committee, ACABQ, and other bodies concerned with pension matters as required
?Provides advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions.
?Provides authoritative interpretation of requirements for processing CPI data received from the UN Statistics Office.
?Monitors, analyses, and approves transactions for entry into the accounting system.
?Keeps abreast of developments which could affect the Fund’s disbursement operations worldwide, informing supervisor/senior management accordingly;
?Defines requirements and works with systems units with respect to production of relevant financial reports.
?Participates in the development of improved accounting policies and procedures related to the Integrated Pension Administration System, ensuring its consistent application under the Fund’s Rules and Regulations;.
?Provides information needed to respond to audit findings on functions undertaken by the group.
?Perform administrative functions relating to management of the staff of the Group including coordination of previously set up processing schedules and availability of the staff, as well as organizing and distributing work assignments among the staff;
?Performs other related duties as required.

Knowledge of multi-currency Payment Systems, conceptual understanding of CPIs and application of COL adjustments to periodic benefits as well as ability to lead a team implementing upgrades of the existing IT. Ability to conduct independent research and analysis, identify issues, formulate options and make conclusions and recommendations. 專(zhuān)業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in business administration, finance, accounting or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

A minimum of five years of progressively responsible professional experience in accounting, finance, budget, administration is required. Experience in payroll processing is desirable.

語(yǔ)言要求

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required; knowledge of another official UN language is desirable.
